Legal Support and State Support of Small and Medium Enterprises in the Agricultural Sector of Azerbaijan: Current Situation, Analysis and Development Directions
Abstract
The agrarian sector of Azerbaijan is one of the strategic sectors of the country's economy and plays an important role in the development of small and medium-sized enterprises (SMEs). The activities of SMEs in agriculture are important in terms of increasing employment, developing regions and expanding the production of agricultural products. This article analyzes the current state and legal framework of SMEs in the agrarian sector of Azerbaijan. The study examines legislative acts, state support mechanisms and digital transformation programs. The results show that although the legislative framework of Azerbaijan provides for the activities of SMEs to a certain extent, there is a need for improvement in some areas. In particular, simplifying legal procedures, expanding state support mechanisms and introducing digital technologies can accelerate the development of SMEs. Digital transformation facilitates the management of SMEs, speeds up loan and subsidy applications and ensures transparency. The article also indicates directions for improving the legal framework of state support. The study found that strengthening the legal framework, introducing digital capabilities and effectively organizing state support can make a significant contribution to the development of agricultural SMEs. This is important to ensure the sustainable and sustainable development of the agricultural sector of Azerbaijan.
