Normative Framework of Cybersecurity in the Republic of Azerbaijan
Abstact
The normative and legal framework in the field of cybersecurity in the Republic of Azerbaijan has been formed in order to ensure the country's information security, strengthen the fight against cyber threats and regulate the interaction of state, private sector and civil society entities. This framework aims to respond to modern challenges against the backdrop of the rapid development of information technologies and the expansion of the digitalization process.
Among the main legal documents, the Constitution of the Republic of Azerbaijan, the Law "On Information, Informatization and Information Protection" (1998), the Law "On Electronic Signature and Electronic Document" (2004), the draft Law "On Cybersecurity" (in preparation and in public discussions), the National Security Concept (2007), and the "Digital Transformation Strategy for 2022–2025" play a special role. These documents create legal foundations in the field of protecting the cyber environment, protecting information systems, and securing critical infrastructure in the country.
At the same time, institutions such as the State Service for Special Communications and Information Security, the Center for the Development of Electronic Government, and CERT-AZ (Azerbaijan Computer Incident Response Center) act as the main bodies implementing and enforcing this regulatory framework.
