Application of the “Smart Village” Concept in the Karabakh Region: Perspectives on Sustainable Development and Digital Transformation

Abstract. The article examines the implementation of the “Smart Village” concept in the Karabakh region and its role in ensuring sustainable development and accelerating digital transformation. The establishment of modern infrastructure, the application of innovative technologies, and the support of socio-economic development in the liberated territories are considered the main priorities of the “Smart Village” model. Within the framework of the research, the impact of components such as smart energy systems, digital governance, environmental sustainability, smart agriculture, and high-speed internet infrastructure on the development of the region is analyzed. The study also emphasizes the importance of the concept in improving the welfare of the rural population, increasing employment opportunities, and reducing rural-to-urban migration. Furthermore, the results of pilot projects implemented in the Karabakh region and international experiences are comparatively evaluated to identify future development prospects. In conclusion, the implementation of the “Smart Village” concept in Karabakh holds strategic importance for the economic revitalization of the region, social integration, and the formation of a digital ecosystem.
