Strategic Management in Higher Education at a New Stage: “State-University-Industry” Cooperation with the Quintuple Helix Model
Abstract. Higher education institutions in the 21st century have evolved beyond organizations that merely perform teaching and research functions, becoming key actors within innovation ecosystems. Globalization, digital transformation, the green economy, and sustainable development goals have made it necessary to renew universities’ strategic management approaches. In this context, the Quintuple Helix model an advanced form of the Triple Helix model that explains university-industry-state cooperation represents a new stage in the strategic management of higher education. The model takes into account not only interactions between state, universities, and industry, but also the relationships involving civil society and the natural environment, thereby ensuring that innovation is shaped in a more sustainable and inclusive manner.
The aim of the study is to examine the impact of the Quintuple Helix model on the strategic management systems of higher education institutions and to identify new development directions for state-university-industry cooperation. The study employs systematic literature review, comparative analysis, and conceptual approaches. The findings indicate that the Quintuple Helix model significantly contributes to enhancing universities’ innovation capacity, accelerating knowledge transfer, supporting regional development, and achieving sustainable development goals. At the same time, the model expands stakeholder participation in strategic decision-making and strengthens the social responsibility function of universities. The results show that the effectiveness of strategic management in modern higher education systems depends on the level of integration between universities and government institutions, the business sector, civil society, and ecological institutions. Therefore, the Quintuple Helix approach serves as an important theoretical and practical framework for shaping the future development strategies of higher education institutions.
