The Role of Human Capital and Institutional Mechanisms in the Development of Agrarian Entrepreneurship in Post-Conflict Regions
Abstract
The restoration of economic activity and sustainable regional development in post-conflict Azerbaijan is a strategic national objective. In this context, the formation of human capital and the efficiency of institutional mechanisms play a critical role in fostering agrarian entrepreneurship. The article examines the interaction of these factors and evaluates key components such as the quality of human resources, vocational training, management efficiency, and infrastructure readiness based on the cases of Karabakh and East Zangezur. Findings suggest that the introduction of innovative training models, expansion of digital technologies in agriculture, and enhancement of transparency in governance contribute significantly to rural economic revitalization. Strengthening public–private partnerships, establishing regional vocational education centers, and improving resource allocation are considered essential mechanisms for developing sustainable agrarian entrepreneurship.
