The Role of International Cooperation Projects in the Development of the
Azerbaijani Tourism Sector
Abstract
This article explores the role of international cooperation projects in the development of Azerbaijan’s tourism sector and examines their socio-economic and cultural impacts. In the context of globalization, tourism has become a strategic sector that facilitates international collaboration, deepens intercultural dialogue, and supports regional development. Azerbaijan actively engages with both international organizations and foreign countries through various cooperation programs, agreements, and initiatives aimed at developing tourism products aligned with the evolving demands of the global tourism market and integrating them into international platforms. Benefiting from these opportunities, Azerbaijan has partnered with institutions such as the European Union, UNWTO, UNESCO, GIZ, and the Organization of Turkic States to implement diverse tourism development projects. The article analyzes initiatives such as “EU4Culture,” “COVCHEG,” the “Silk Road Action Plan,” and the German heritage tourism project as key examples of efforts to preserve cultural heritage, promote eco-tourism and agrotourism, and establish sustainable tourism models in the regions. In addition, Azerbaijan’s international dual degree programs and educational cooperation in the tourism sector are highlighted. These efforts have significantly contributed to strengthening the country’s global tourism image and improving the welfare of local communities. In conclusion, international tourism cooperation has served as a vital platform for building a sustainable, competitive, and integrated tourism industry in Azerbaijan.
