Abstract. Human resource management has become an integral and increasingly strategic part of the modern economic relations system. This article examines the concept of human resource management in the context of its relationship with the economic relations system, tracing the developmental path from human capital theory to strategic human resource management and then to the new demands of the digital transformation era. The research adopts both macroeconomic and microeconomic perspectives, comparing the institutional, structural, and functional aspects of human resource management in a market economy. The main conclusion of the study is that human resource management mechanisms are a factor that shapes the system of economic relations not only from outside but from within; that is, the quality of this management system directly determines economic competitiveness, productivity, and long-term development potential. In addition, drawing from the Azerbaijani economic context, the relationship between national development priorities and human resource management policy is discussed, and potential directions for future research are identified.
