Regulation of the Socio-economic Development of Azerbaijani Regions in Accordance with National Priorities: Theoretical Foundations, International Experience and Prospective Directions
Abstract
Synchronization of the socio-economic development of Azerbaijani regions with the five priorities defined in the document “Azerbaijan 2030: National priorities for socio-economic development” is the main task of modern regional policy. The scientific and theoretical basis of regional development has been enriched with the concepts of sustainable development, cluster approach and smart specialization. National priorities are restructuring the functioning of regions through specific mechanisms. The European Union's Cohesion Policy 2021–2027 program, China's Yangtze Delta cluster model, and South Korea's Korean New Deal program are examples of successful implementation in regional development. The proposed "5P" integration framework for Azerbaijan and the "smart district" model in Karabakh-Eastern Zangezur will serve to reduce interregional inequality, increase investment attractiveness, and ensure sustainable development.
