Strengthening Social Stability and Information Security Through International Cooperation: A Social-philosophical Analysis of Uzbekistan’s Experience

Abstract. This article examines the institutional and axiological significance of international cooperation for strengthening social stability and information security in Uzbekistan. It aims to conceptualize cooperation not merely as external assistance or technical exchange, but as a mechanism connecting national legal norms, public trust, media and information literacy, and intercultural dialogue. The documentary-conceptual analysis covers the Constitution of Uzbekistan, the Law on Cybersecurity, the Uzbekistan–2030 Strategy, relevant United Nations, UNESCO, and OSCE documents, and selected works of contemporary social theory. The findings indicate that under transnational information risks, sovereignty should not be equated with isolation; it is better understood as the capacity to preserve autonomous decision-making while using cooperative institutions to identify and manage shared threats. Information security becomes socially effective only when technical protection is combined with legal legitimacy, critical media literacy, accountable public communication, and cultural belonging. The article proposes an integrative model consisting of normative, institutional, communicative, and cultural layers. This model clarifies how international programs may be adapted to national needs, how responsibility can be distributed among the state, civil society, education, and media institutions, and how the social effects of cooperation can be assessed beyond the number of formal agreements or events.
