Azərbaycan Ordusunun 44 günlük müharibədə qazandığı şanlı və tarixi qələbə ilə əlaqədar olaraq bu torpaqların tezliklə bərpası və yenidən qurulması, məcburi köçkünlərin öz yurdlarına qayıtması və məskunlaşdırılması, rayonun gələcək sosial-iqtisadi inkişafı əsas mövzulardır. müzakirədən. Bütün bunlar çox mürəkkəb və bahalı prosesdir. Bu işə dövlət resurslarının səfərbər edilməsi ilə yanaşı, digər maliyyə mənbələrinin də cəlb edilməsi vacibdir və arzuolunandır.

Dövlət bu sahələrin inkişafı üçün bir sıra strategiyalar müəyyən etməli, müxtəlif müəssisələr və yeni investisiyalar cəlb etməli, bu istiqamətdə xüsusi planlar hazırlamalı, Qarabağ bölgəsinə qoyulan investisiyalara həm yerli, həm də xarici investorlar tərəfindən dövlət mühafizəsi və təminatları müəyyən etməlidir. Nəzərdən keçirdiyimiz dünya təcrübəsinə əsaslanaraq deyə bilərik ki, hərbi əməliyyatlar başa çatdıqdan sonra qarşıya qoyulan ilk məqsəd müharibə şəraitində olan ölkənin əhalisinin əsas ehtiyaclarını ödəmək, iqtisadiyyatı zəif olan regionun inkişafını təmin etməkdir.

Sənayenin innovasiyaya əsaslanan inkişafı elm və texnologiya potensialının gücləndirilməsi və təhsil imkanlarının genişləndirilməsi nəticəsində mümkün olacaqdır. İnkişaf etməkdə olan ölkələr məhsuldarlığa əsaslanan iqtisadi artıma nail olmalı və müqayisəli üstünlüklərə malik yeni sənaye sahələri yaratmalıdırlar.

In connection with the glorious and historic victory of the Azerbaijan Army in the 44-day war, the speedy restoration and reconstruction of these lands, the return and resettlement of internally displaced persons, the future socio-economic development of the region are the main topics of discussion. All this is a very complex and costly process. In addition to the mobilization of public resources, it is important and desirable to involve other sources of funding in this work.

The state should determine a number of strategies for the development of these areas, attract various enterprises and new investments, develop special plans in this direction, determine state protection and guarantees for investments in the Karabakh region from both local and foreign investors.

Based on the world experience we have reviewed, we can say that the first goal set after the end of hostilities is to meet the basic needs of the population of a war-torn country, to ensure the development of a region with a weak economy.

The development of industry based on innovation will be possible as a result of strengthening the capacity of science and technology and expanding educational opportunities. Developing countries need to achieve productivity-based economic growth and create new industries with comparative advantages.
