Məqalədə regional inkişafın hərəkətverici qüvvəsi olaraq hüquqi və iqtisadi tənzimləmələrdən bəhs olunmuş, onun sosial-iqtisadi səmərəliliyindən söz açılmışdır. Göstərilmişdir ki, inkişafın hazırkı mərhələsində ölkənin milli iqtisadiyyatı üçün uzunmüddətli perspektivlərə malik olan regional inkişaf üzrə proqramları 2004-cü ildən etibarən icra olunmaqdadır. Artıq IV mərhələsi reallaşan həmin proqramlar bütün iqtisadi rayonları əhatə etməkdədir. O cümlədən, ölkənin ayrılmaz tərkib hissəsi olaraq, Naxçıvan Muxtar Respublikasının da davamlı iqtisadi inkişafına səbəb olmuşdur. Makroiqtisadi zəmində istehsal prosesinin etibarlılığının təmin olunması bütün tərəfləri ilə iqtisadiyyatın sahə strukturunun da əlaqəliliyinə səmərəlilik gətirmişdir. İstər Ümum Daxili Məhsul, istərsə də oun strukturunda yer alan sənaye, tikinti sektorları və kənd təsəsrrüfatının dinamik inkişafı məhz 2004-2018-ci illər üzrə təşəkkül tapmışdır. Bu, eyni zamanda, malik olduğu sosial mahiyyyətinə görə də, hər nəfərə düşən məhsul istehsalının illər üzrə davamlılığında da özünü göstərmişdir. Mövzu üzrə aparılan təhlillər şəkillər və diaqramlar vasitəsilə təqdim olunmuşdur. 

The article talks about legal and economic regulations as the driving force of regional development, and talks about its socio-economic efficiency. It has been shown that at the current stage of development, regional development programs, which have long-term prospects for the country's national economy, have been implemented since 2004. These programs, which have already been implemented in the IV phase, cover all economic regions. In particular, as an integral part of the country, it has led to the continuous economic development of the Nakhchivan Autonomous Republic. Ensuring the reliability of the production process on the macroeconomic ground has brought efficiency to the connection of the sector structure of the economy with all its aspects. Both the Gross Domestic Product and the dynamic development of the industry, construction sectors and agriculture included in its structure were formed in 2004-2018. At the same time, due to its social nature, it was also manifested in the continuity of production per person over the years. The analyzes conducted on the topic were presented through pictures and diagrams.
