DÖVLƏTİN SOSİAL FƏALİYYƏTİNDƏ PENSİYA TƏMİNATININ YERİ

Məqalə belə bir postulata əsaslanır ki, hər bir dövlətin diqqət mərkəzində ölkə əhalisinin həyat şəraitinin yaxşılaşdırılmasına, yaşayış minimumunun təmin edilməsinə yönəlmiş sistem formalaşdırmaq durur. Bu məqsədlə dövlət müvafiq sosial siyasət həyata keçirir. Həmin siyasət cəmiyyətin həyat fəaliyyətindəki məhdudiyyətlərin aradan qaldırılmasına, layiqli həyat səviyyəsinin təmin edilməsinə nail olmaq üçün sosial-iqtisadi tarazlığı təmin edilməsinə nail olmaq üçün sosial-iqtisadi tarazlığı təmin etməyə yönəldilmiş tədbirlər sistemi kimi səciyyələndirilir. Müvafiq olaraq, sosial müdafiə sistemi, sosial xidmət, sosial müavinət, pensiya təminatı, pensiya hüququ və s. anlayışlar dövlətin sosial siyasətinin mühüm aspektləri kimi araşdırılır. Məqalədə Azərbaycan Respublikasında pensiya təminatı və bu sahədə aparılan ardıcıl islahatlar ətraflı təhlil edilir, göstərilir ki, dövlətimizin qanunverici və icraedici orqanları bu məsələləri özlərinin sosial siyasətində başlıca prioritet hesab edirlər.

The place of pension in the social activity of the state

Abstract

The article is based on such a postulate that the focus of every state is to form a system aimed at improving the living conditions of the country's population and ensuring the minimum living wage. For this purpose, the state implements an appropriate social policy. That policy is characterized as a system of measures aimed at eliminating restrictions on the life activity of the society, ensuring socio-economic balance in order to achieve a decent standard of living. Accordingly, social protection system, social service, social allowance, pension provision, pension right, etc. concepts are examined as important aspects of the state's social policy. In the article, the pension provision in the Republic of Azerbaijan and the successive reforms in this field are analyzed in detail, it is shown that the legislative and executive bodies of our state consider these issues as the main priority in their social policy.
