XX ƏSRİN ƏVVƏLLƏRİNDƏ ÇAR RUSİYASININ ŞİMALİ AZƏRBAYCANDA HƏYATA KEÇİRDİYİ AQRAR İSLAHATLAR (1912-1913-CÜ İLLƏRDƏ VERİLMİŞ QANUNLAR)

Çar Rusiyasının Şimali Azərbaycanda yeritdiyi və müstəmləkəçilik kimi səciyyələndirdiyi aqrar siyasət bu bölgədə imperiyanın ictimai-siyasi dayaqlarını gücləndirməyə yönəlmişdi. XIX əsrin sonu və XX əsrin əvvəllərində aparılan kəndli islahatları kəndlilərin iqtisadi vəziyyətinin yaxşılaşmasına deyil, çar hakimiyyətinin mövqelərinin möhkəmlənməsinə töhfə verməklə, müvəqqəti məsul kəndlilərin vəziyyətini aradan qaldırmadı. Təqdim olunan məqalədə XX əsrin əvvəllərində Cənubi Qafqazda aparılan aqrar islahatlar problemi araşdırılır, onların mahiyyəti və xarakterik xüsusiyyətləri aşkarlanır.

Agrarian reforms implemented by Tsarist Russia in Northern Azerbaijan at

the beginning of the twentieth century (laws of 1912-1913)

Abstract

The agrarian policy pursued by tsarist Russia in Northern Azerbaijan and characterized as colonial was aimed at strengthening the socio-political support of the empire in this region. The peasant reforms carried out in the late 19th and early 20th centuries did not eliminate the position of temporarily liable peasants, while contributing not to improving the economic situation of the peasants, but to strengthening the positions of the tsarist authorities. The presented article examines the problem of agrarian reforms carried out in the South Caucasus at the beginning of the 20th century, reveals their essential and characteristic features of them.
