Müasir beynəlxalq münasibətlərdə “yumşaq güc” həm dövlətlər, həm də analitiklər tərəfindən beynəlxalq məsələlərin həllində geniş yer verilən siyasətdir. Dövlət yetərincə gücə sahib olduqda, beynəlxalq arenada nüfuzlu mövqeyə sahib olur. Beynəlxalq münasibətlərdə güc hər zaman mərkəzi mövqeyə malik bir anlayış olmuşdur.
Güc və onun formaları məsələləri, yeni beynəlxalq şəraitdə onların sistemli, ardıcıl elmi-nəzəri tədqiqatlarına tələbatı xeyli artırır. Bu kontekstdə yumşaq güc siyasətinin müasir beynəlxalq münasibətlərdə iştirakı məsələsini dissertasiya işi mövzusu olaraq seçilməsi elmi əsaslara əsaslanır. Bu problemin tədqiq olunmasına dair mühüm amillər və xeyli səbəblər mövcuddur.

The concept of soft power in modern international relations and its causes and essence
Abstract
In modern international relations, "soft power" is a policy given a wide place in solving international issues by both states and analysts. When the state has enough power, it has an influential position in the international arena. Power has always been a concept with a central position in international relations.
Issues of power and its forms greatly increase the demand for their systematic, consistent scientific-theoretical studies in the new international conditions. In this context, the selection of the issue of the participation of soft power politics in modern international relations as the topic of the dissertation is based on scientific grounds. There are important factors and many reasons for the study of this problem.
