AZƏRBAYCANIN İŞĞALDAN AZAD EDİLMİŞ ƏRAZİLƏRİNDƏ SƏHİYYƏ İNFRASTRUKTURUNUN QİYMƏTLƏNDİRİLMƏSİ

Müasir həyatın əsasını təşkil edən yaşayış şəraitinin yüksək səviyyədə təmin edilməsi üçün bütün sahələrdə quruculuq işlərinin aparılması zəruridir. Azərbaycanın işğaldan azad edilmiş ərazilərində sosial-iqtisadi inkişaf vəzifələrinin həlli ilə əlaqədar yeni infrastrukturların yaranması, inkişafı və təkmilləşdirilməsi, tərəqqiyə, bazar münasibətlərinə uyğunlaşdırılması vacibdir. Bu infrastruktur layihələrindən ən vacibi də köçürüləcək əhalinin həyat səviyyəsinə müsbət təsir edəcək səhiyyə infrastrukturudur. 44 günlük müharibədən sonra işğaldan azad edilmiş bütün ərazilərdə səhiyyə sahəsi bərbad vəziyyətdə idi, tibb xidmətlərinə çıxış məhdud idi. Azərbaycan dövləti işğaldan azad edilmiş ərazilərə köçürüləcək olan yerli əhalinin səhiyyə xidmətinə çıxışını yaxşılaşdırmaq üçün zədələnmiş tibb müəssisələrinin yenidən qurulmasını və yenilərinin yaradılmasını prioritet hesab edir. Bu səbəbdən bu ərazilərdə səhiyyə infrastrukturunun yaradılması ölkə üçün vacib məsələdir. Tibbi infrastrukturun təkmilləşdirilməsi müxtəlif çağırışlara cavab verən və yerli əhalinin ehtiyaclarını nəzərə alan hərtərəfli və əlaqələndirilmiş yanaşma tələb edir. Buna görə də tədqiqat işində işğaldan azad edilmiş ərazilərdə tibbi infrastrukturun mövcud vəziyyətini təhlil etməyə və onun necə təkmilləşdiriləcəyinə dair tövsiyələr verilmişdir. Bu prioritetin uğurla həyata keçirilməsi üçün işğaldan azad edilmiş ərazilərdə səhiyyə infrastrukturunun yaradılmasında qiymətləndirmənin aparılması vacib məsələlərdən biridir.

^{Assessment of health infrastructure in the liberated territories of Azerbaijan}

Abstract

In order to provide a high level of living conditions, which are the basis of modern life, it is necessary to carry out construction work in all areas. It is important to adapt the creation, development and improvement of new infrastructures to progress and market relations in connection with the solution of socio-economic development tasks in the liberated territories of Azerbaijan. The most important of this infrastructure project is the healthcare infrastructure that will positively affect the living standards of the population to be relocated. After the 44-day war, the health sector was in a state of disrepair in all territories liberated from occupation, and access to medical services was limited. The state of Azerbaijan considers the reconstruction of damaged medical facilities and the creation of new ones a priority in order to improve the access to health care of the local population who will be transferred to the liberated territories. For this reason, the creation of health infrastructure in these areas is an important issue for the country. Improving medical infrastructure requires a comprehensive and coordinated approach that addresses the various challenges and takes into account the needs of the local population. Therefore, in the study, the current state of the medical infrastructure in the liberated territories and recommendations on how to improve it were given. For the successful implementation of this priority, one of the important issues is the assessment of the creation of health infrastructure in the liberated territories.
