POST-KONFLİKT ƏRAZİLƏRDƏ XİDMƏT SFERALARININ BƏRPASI VƏ YENİDƏN QURULMASI ÜZRƏ BEYNƏLXALQ TƏCRÜBƏ

Münaqişələrdən sonra əhaliyə müxtəlif növ yardımların göstərilməsi ilə bağlı nəzəri və empirik tədqiqatların tədqiqi rekonstruksiya, bərpa, reabilitasiya, reinteqrasiya və s. kimi çoxsaylı terminologiyanın mövcud olduğunu göstərdi. Yuxarıda qeyd olunan anlayışlar “post-konflikt” termini ilə birbaşa əlaqəni nümayiş etdirir. Bu anlayış qaçqınların və məcburi köçkünlərin həyatını normallaşdırmaq və onların sosial-psixoloji rifahını bərpa etməyi qarşıya məqsəd qoyur. Bu da yalnız hərbi əməliyyatlar tamamilə və ya qismən dayandırıldıqda və konkret regionda dinc vəziyyət möhkəmləndikdə əldə edilə bilər. Münaqişədən sonrakı tərksilah, demobilizasiya və reinteqrasiya siyasi, təşkilati, texniki və maddi-texniki ölçüləri əhatə edən çoxşaxəli və mürəkkəb bir işdir. Bu fəaliyyət, reinteqrasiyanın müxtəlif komponentlərini effektiv şəkildə planlaşdırmaq, icra etmək və monitorinq etmək üçün əhəmiyyətli insan və maliyyə resurslarını tələb edir. Bu məqalədə post-konflikt ərazilərdə xidmət sahələrinin restrukturizasiyası üzrə müxtəlif ölkələrin təcrübələri araşdırılmışdır. International experience in the restoration and reconstruction of service

spheres in post-conflict areas

Abstract

An examination of theoretical and empirical research pertaining to the delivery of diverse forms of post-conflict aid to the populace unveiled the presence of an extensive array of terminologies, including but not limited to reconstruction, recovery, rehabilitation, and reintegration. The aforementioned ideas illustrate an explicit correlation with the designation "post-conflict." The objective of this concept is to reinstate the social and psychological well-being of internally displaced persons and refugees, thereby restoring their normalcy of life. This objective can solely be realized through the complete or partial cessation of military operations and the establishment of peace in a particular region. Reintegration, disarmament, and demobilization in the aftermath of a conflict are intricate and multifaceted endeavors that require consideration of logistical, political, organizational, and technical aspects. The successful organization, execution, and oversight of the diverse elements of reintegration necessitate substantial financial and human investments. This article critically analyzes the reorganization of service sectors in post-conflict zones as experienced by various nations. The research made use of analysis, synthesis, induction, and comparative analysis techniques.
