Xülasə
Vətəndaş cəmiyyətinin söykəndiyi əsas prinsiplərdən biri insan və vətəndaş hüquqlarının və azadlıqlarının təminatıdır. İnsan və vətəndaş hüquqları və azadlıqları təmin edilmədən nə vətəndaş cəmiyyəti qurmaq olmaz, nə də hüquqi dövləti formalaşdırmaq mümkün olmaz. Cəmiyyətdə qeyd edilən hüquqların təminatçısı dövlətdir. Lakin dövlət bəzi hallarda müəyyən bir hüququn qorunması məqsədilə digər hüquq normasının təminatında istisnalar tətbiq edə bilər. Məqalədə insan hüquq və azadlıqlarının məhdudlaşdırılması məsələləri regional və universal səviyyəli beynəlxalq hüquqi sənədlər kontekstində təhlil edilmişdir.

International legal regulation of issues related to restriction of human
rights and freedom
Abstract
One of the fundamental principles that underpin civil society is the guarantee of human and citizen rights and freedoms. It is impossible to establish a civil society or shape a legal state without ensuring the rights and freedoms of individuals and citizens. The state is the guarantor of the rights recognized in society. However, in certain cases, the state may apply exceptions to secure one legal norm for the protection of another right. The article analyzes issues related to the restriction of human rights and freedoms in the context of regional and universal international legal documents.
