AZƏRBAYCAN-TÜRKİYƏ STRATEJİ MÜTTƏFİQLİYİNİN REGİONAL TƏHLÜKƏSİZLİK BAXIMINDAN ƏHƏMİYYƏTİ

Cənubi Qafqaz dünyanın etnik baxımdan ən mürəkkəb regionu olması etibarilə, etno-siyasi münaqişələr hər zaman mövcud olmuşdur. Bu isə bölgəyə marağı olan xarici qüvvələrin daha rahat hərəkət etmələrinə şərait yaratmışdır. 2020-ci ildə baş verən və 44 gün davam edən İkinci Qarabağ müharibəsinin Azərbaycan Respublikasının böyük qələbəsi ilə nəticələnməsi, təkcə otuz ildir davam edən Qarabağ probleminin aradan qalxması və Azərbaycanın torpaq bütövlüyünü təmin etməsi ilə nəticələnmədi, həmçinin bütövlükdə Cənubi Qafqaz regionunun uzunmüddətli təhlükəsizliyi, bölgə dövlətləri arasında əməkdaşlığın formalaşdırılması üçün güclü zəmin yaratdı. Bu məqalədə Azərbaycan-Türkiyə strateji tərəfdaşlığının Cənubi Qafqaz regionunun təhlükəsizliyi və bölgə dövlətləri arasında qarşılıqlı əməkdaşlıq şəraitinin meydana gəlməsi baxımından əhəmiyyəti tədqiq edilmişdir.

Bu məqsədlə, siyasi elmin bir sıra elmi tədqiqat metodlarından, məlumatların əldə edilməsi üsullarından istifadə etməklə mövzu geniş şəkildə araşdırılmışdır. Bu zaman həm Türkiyə-Azərbaycan strateji müttəfikliyi və onun inkişaf tarixi, həmçinin bu müttəfikliyin bölgənin təhlükəsizliyi və sabitliyi baxımından əhəmiyyəti müəyyən edilməyə çalışılmışdır.

Tədqiqatın əsas nəticəsi ondan ibarətdir ki, İkinci Qarabağ müharibəsindən sonra Cənubi Qafqazda daha geniş mənada sülh və əməkdaşlıq şəraiti üçün güclü zəmin formalaşdı. Bu isə Türkiyənin Azərbaycana açıq şəkildə verdiyi siyasi, hərbi və diplomatik dəstək sayəsində mümkün oldu. İki dövlət arasında bu gün artıq strateji müttəfiklik səviyyəsinə yüksələn münasibətlər, Cənubi Qafqaza marağı olan bütün dövlətlərin diqqət mərkəzində saxladığı əsas faktorlardan biridir. Bu faktor Cənubi Qafqaz regionunda pozucu yox, qurucu rol oynamaqla, bölgənin təhlükəsizliyinə töhfə verəcəkdir.

The significance of the Azerbaijan-Turkey strategic alliance for regional security

Abstract

As the South Caucasus is the most ethnically complex region of the world, ethno-political conflicts have always been existed. And this has created conditions for foreign forces interested in the region to move more easily. The Second Karabakh War, which took place in 2020 and lasted for 44 days, resulted in the great victory of the Republic of Azerbaijan, not only the elimination of the thirty-year-old Karabakh problem and ensuring the territorial integrity of Azerbaijan, but also the long-term security of the South Caucasus region as a whole, between the regional states created a strong basis for the formation of cooperation. In this article, the importance of the Azerbaijan-Turkey strategic partnership in terms of the security of the South Caucasus region and the creation of conditions of mutual cooperation between the states of the region has been studied.

For this purpose, the subject has been widely investigated using a number of scientific research methods of political science and data acquisition methods. In the meanwhile, both the Turkey-Azerbaijani strategic alliance and its development history, as well as the importance of this alliance in terms of security and stability of the region, were tried to be determined.

The main conclusion of the study is that after the Second Karabakh War, a strong foundation for the conditions of peace and cooperation in the South Caucasus in a wider sense was formed. This was possible as a result of Turkey's political, military and diplomatic support to Azerbaijan. The relations between the two states, which today have risen to the level of strategic alliance, are one of the main factors that all states interested in the South Caucasus focus on. This factor will contribute to the security of the region by playing a constructive rather than destructive role in the South Caucasus region.
