MÜASİR DEMOKRATİK DÖVLƏTDƏ SEÇKİ İNSTİTUTU

Məqalə müasir demokratik dövlətdə seçki sisteminin yeri və roluna həsr olunmuşdur. Burada seçki sisteminin anlayışına və onun mahiyyətinə toxunulmuş, seçki sisteminin hakimiyyətin nümayəndəli orqanlarının formalaşması prosesinə təsiri nəzərdən keçirilmişdir.

Məqalədə həmçinin əsas seçki sistemləri, onların növləri və əsas xüsusiyyətləri verilmişdir. Məlum olduğu kimi, dünya ölkələri üzrə hazırda yüzdən çox seçki sistemlərindən istifadə edilir. Lakin kəmiyyət baxımından bu sistemlərdən üçü – majoritar, proporsional və qarışıq seçki sistemləri daha çox ölkələrdə tətbiq edildiyindən əsas seçki sistemləri hesab olunur.

Dünya təcrübəsi onu göstərir ki, hər hansı bir ölkədə seçki sisteminin seçimi həmin ərazidə yaşayan insanların sosial-psixoloji durumu, dövlət idarəetməsinə münasibəti, ölkədəki siyasi mühitin məzmunu, xüsusilə siyasi partiyaların çoxluğu və onların fəaliyyəti ilə sıx bağlıdır. Majoritar seçki sistemi formaca daha sadə olduğundan bu seçki sistemi əksər dünya ölkələrində tətbiq olunur. Proporsional seçki sisteminə keçid üçün ölkədə siyasi partiyaların çoxluğu mühüm şərtlərdən hesab edilir.

Məqalədə həmçinin qanunvericilik orqanlarının formalaşması proseslərinə təsir nöqteyi-nəzərindən əsas seçki sistemlərinin xüsusiyyətləri verilmiş, həmçinin bu sistemlərin əsas üstünlükləri və çatışmazlıqlarına toxunulmuşdur.

Institute of election in a modern democratic state

Abstract

The article is devoted to the place and role of the electoral system in a modern democratic state. Here, the concept of the election system and its essence were touched upon, and the impact of the election system on the process of formation of the representative bodies of the government was considered.

The article also lists the main electoral systems, their types and main features. As it is known, more than one hundred election systems are currently used in the countries of the world. However, in terms of quantity, three of these systems - majoritarian, proportional and mixed electoral systems are considered the main electoral systems since they are applied in more countries.

World experience shows that the choice of electoral system in any country is closely related to the socio-psychological condition of the people living in that area, their attitude to state administration, the content of the political environment in the country, especially the number of political parties and their activities. The majoritarian electoral system is simpler in form, so this electoral system is used in most countries of the world. The majority of political parties in the country is considered one of the important conditions for the transition to the proportional election system.

The article also describes the characteristics of the main electoral systems from the point of view of influence on the processes of formation of legislative bodies, as well as the main advantages and disadvantages of these systems.
