After the Second World War, especially as a result of the Cold War between Russia and the United States, serious economic and financial problems arose in European countries, and as a result, member states united and laid the foundations of the European Union. In this case, the main role is to prevent the economic crisis that may occur within the Union and to maintain financial stability.

Taking all this into account, bodies have been established within the union to control finances and implement the budget process, or commissions have been established consisting of participants from existing bodies. Currently, many scientific researches, legal acts have been prepared for this purpose and the budget process continues to be developed.
