Directions of State Support for the Development of Tourism in the

Garabagh Region

 

Abstract

 

The liberated territories of the Garabagh region have a unique natural and cultural heritage and have a wide potential for the development of the tourism sector. However, in the post-conflict period, complex support mechanisms of the state are of great importance for the realization of this potential. The article analyzes the priority policy directions implemented by the state for the development of tourism in Garabagh as well as examines the main mechanisms such as effective management, infrastructure provision and investment incentives. The liberated territories of the Garabagh region have a strategic position in the future tourism development of Azerbaijan with their rich natural and landscape features, unique historical and cultural heritage and health tourism opportunities. Since the region has suffered serious infrastructure losses as a result of occupation and conflict for many years, the development of tourism can be possible not only through market mechanisms, but also through complex state intervention and support. In this regard, the measures taken by the state in the field of tourism are multidirectional and purposeful. The article comprehensively analyzes the main directions of the state policy aimed at the development of tourism in the Garabagh region - restoration of transport and social infrastructure, investment incentives, protection of historical and cultural monuments and application of innovative technologies. At the same time, mechanisms such as the model of mutual partnership between the state and the private sector, the involvement of the local population in tourism activities and the integration of the region into the international tourism market also become the subject of research.

The conducted analyses show that the full use of the tourism potential of the Garabagh region can be realized only with a comprehensive approach, strategic planning and continuous state support. The article ultimately shows that the main goal of state policy in the post-conflict period is the formation of a safe, innovative and sustainable tourism model inGarabagh.
