Improving Legal Mechanisms For Price Regulation
in the Food Market
Abstract
The food market plays an important role in the economic and social stability of any country. Sharp price fluctuations in this market, especially artificial price increases or shortages of basic food products, can seriously affect the social well-being of the population and food security. In this regard, the formation and improvement of legal mechanisms for price regulation is one of the priority tasks of the state. The article analyzes the existing regulatory and legal framework in the field of legal regulation of the food market in the Republic of Azerbaijan, examines the applied pricing policy and mechanisms for controlling its implementation. Gaps in the legislation, uncertainties in the distribution of powers between relevant bodies, and the ineffectiveness of control tools are indicated among the existing problems. At the same time, based on international experience, optimal models and mechanisms of state regulation in ensuring price stability of food products are presented. These include measures such as taxation and subsidy measures, protection of the competitive environment, combating monopolies, and the introduction of price ceilings in emergency situations. Finally, proposals are put forward for more effective and transparent functioning of existing legal mechanisms. Within the framework of these proposals, the improvement of legal acts, increasing institutional capacity and strengthening public control are emphasized as important factors. The article is theoretical and practical importance in terms of the role and development directions of legal mechanisms in ensuring price stability in the food market.
