Abstract. The article reviews the views of three different authors on the Mongol tribal system and the Mongol Empire. The Mongols established a military and administrative system of governance in order to strengthen their political power in the vast territories they conquered.

The role of Genghis Khan in history cannot be assessed unambiguously. He united the scattered Mongol tribes and created a unified Mongol Empire. He formed a strong governance system and a highly organized army in the state he founded.

The great Mongol state, which emerged on the territory of the Ancient Goyturk Khaganate during the bloody battles between Christian and Islamic armies in the West, expanded rapidly in a short period of time, causing the collapse of many states. The rapid rise and expansion period of this state has been one of the most studied topics by historical scholars. In particular, in these studies, the factors that played an important role in the formation of the Mongols' military power have been analyzed based on historical sources. At the same time, Genghis Khan's conquest campaigns caused numerous human losses, the destruction of cities, and severe socio-economic consequences in vast territories. Harsh measures and mass killings against the peoples who resisted were the result of his campaigns. Genghis Khan is undoubtedly a great state builder and an outstanding commander. However, at the same time, he is an aggressive ruler whose campaigns had a negative impact on the fate of millions of people.
