The Essence and Role of Development Strategy in Higher Education Management
Abstract
Strategic management and effective leadership are essential for the successful operation of higher education institutions. Different governance models, such as the European and Anglo-Saxon models, offer diverse approaches in higher education management. National development plans aim to enhance the international competitiveness of the higher education system. These strategies focus on digitalization of universities, application of innovative teaching methods, and expansion of international cooperation. Management structures ensure proper allocation and monitoring of resources to achieve strategic goals. Through development plans, Azerbaijani universities gain opportunities to integrate into the global education system. Thus, state strategies and institutional development plans contribute significantly to the quality and sustainable development of the national education system.
