The Importance of the Shusha Summit for Azerbaijan's Relations with the Organization of Turkic States: The Garabagh Declaration

 

Abstract

The Organization of Turkic States is becoming a strategic union with its increasing effectiveness in the Eurasian region. Within the ever-changing structure of the international system, the importance of regional integration initiatives is growing. States aim to maximize their interests through various organizations such as the European Union, the Eurasian Economic Union, and the Shanghai Cooperation Organization. As a regional organization, the Organization of Turkic States holds significant importance for the Turkic World. The interaction among Turkic countries began with small steps after the collapse of the Soviet Union and continues to expand today. In the context of changes in the international system and regional events, the Organization's significance is continually increasing. In this regard, the importance of Turkey, Kazakhstan, Kyrgyzstan, and Uzbekistan, led by Azerbaijan, to the Organization of Turkic States is also growing. Each member state has its own strategic advantages. An example of this is Azerbaijan's contribution to the coordination of the organization in a strategic direction, ensuring territorial integrity rather than focusing solely on regional power and energy resources. Therefore, from the perspective of the interests of each member state, it is crucial that countries with strengths in various issues unite within the framework of the organization.

This study examines the historical development of the Organization of Turkic States, starting with the Summit of Turkic-speaking countries, and highlights how it entered a new era with the signing of the Shusha Declaration. Additionally, the signing of the Garabagh Declaration at the meeting in Shusha created new realities. The study analyzes the changes in the integration efforts of the Turkic World in this new era. The purpose of the research is to explore the potential for the Turkic World to act together, evaluate Azerbaijan's role in this framework, and provide a basis for further research on this topic.
