Theoretical Foundations of the European Union’s Partnership Strategy
Abstract
In the contemporary international relations system, the European Union (EU) partnership strategy plays a significant role in promoting regional integration and ensuring international stability. This study examines the theoretical foundations, foreign policy mechanisms, normative power concept, and institutional transformation tools underlying the EU’s partnership strategy. The research demonstrates that the EU’s strategy not only fosters economic integration but also aims to develop democratic institutions, protect human rights, and uphold the rule of law in partner countries. Within the framework of the normative power concept, the EU employs soft power and conditionality mechanisms to influence behavioral and institutional changes in partner states. Mechanisms such as the European Neighbourhood Policy, Common Commercial Policy, Common Foreign and Security Policy, and economic-financial assistance support institutional modernization in partner countries. Simultaneously, critical perspectives highlight that the effectiveness of normative influence is constrained by partner countries’ national interests, political system stability, and economic conditions. The findings indicate that the EU’s partnership strategy represents a multifaceted tool for promoting regional integration and the development of democratic institutions. Its success depends on the continuity of institutional reforms, the expansion of political dialogue, and the consistent application of normative principles.
