Azərbaycan Respublikasının Konstitusiyası müasir dövrün ən mükəmməl, ən demokratik konstitusiyalarından biridir. Bu Konstitusiya dünya səviyyəsində digər demokratik dövlətlərin praktikasından məlum olan ümumbəşəri dəyərləri, dövlət və onun atributlarından olan dövlət hakimiyyəti orqanlarını, həmçinin hakimiyyət bölgüsü prinsipini özündə təsbit etmişdir. Dövlət hakimiyyətinin əsas vəzifəsi insan və vətəndaş hüquq və azadlıqlarını, şəxsin şərəf və ləyaqətini tanımaq, onları müdafiə etməkdir. Çünki, demokratik dövlətdə insan və vətəndaş hüquq və azadlıqları ən ali dəyərdir. Həmçinin, demokratik dövlətdə hakimiyyətin mənbəyi olaraq xalq çıxış edir və, necə deyərlər, hakimiyyət xalqdan bəslənir. Dövlət orqanları dedikdə isə, dövlət tərəfindən təsis edilən, dövləti təmsil edən və onun funksiyalarını realizə edən dövlət hakimiyyətinin tərkib hissəsi başa düşülür. Dövlət orqanları da digər təsisatlar kimi cəmiyyətdə formalaşır və qərar qəbul etmək səlahiyyətinə malik olur. Məqalədə Azərbaycan Respublikası Konstitusiyasında hakimiyyətin bölünməsi prinsipinə uyğun olaraq fəaliyyət göstərən dövlət hakimiyyəti orqanları, onların hüquqi statusu, fəaliyyət istiqamətləri və digər əlamətləri tədqiq edilir.

Constitutional and legal basis of state authorities in the
Republic of Azerbaijan
Abstract
The Constitution of Azerbaijan Republic is one of the most perfect and democratic constitutions of its time. This Constitution has established the universal values known from the practice of other democratic states at the world level, the state and its state power bodies, as well as the principle of separation of powers. The main task of the state power is to recognize and protect human and civil rights and freedoms, the honor and dignity of a person. Because human and civil rights and freedoms are the highest value in a democratic state. Also, in a democratic state, the people act as the source of power, and, as they say, power is fed by the people. By state authorities, it is a part of the state power established by the state, representing the state and realizing its functions. State authoritie, like other institutions, are formed in society and have the authority to make decisions. The article examines the state power bodies operating in accordance with the principle of separation of powers in the Constitution of Azerbaijan Republic, their legal status, directions of activity and other characteristics.
