HEYDƏR ƏLİYEV ÖLKƏDƏ SOSİAL SİYASƏTİN YARADICISI KİMİ

Azərbaycan Respublikası qanunvericilik sisteminin əsasını təşkil edən Konstitusiyada dövlətin ali məqsədi kimi vətəndaşların layiqli həyat səviyyəsinin təmin olunması qeyd edilmişdir. Müasir dövrdə bu məqsədlə ölkədə həyata keçirilən sosial yönümlü prossesin əsası məhz Ulu Öndər Heydər Əliyev tərəfindən qoyulmuşdur. Məqalədə əhalinin həssas təbəqəsinin sosial müdafiəsinin təmin edilməsi məqsədi ilə Heydər Əliyevin hakimiyyəti illərində qəbul olunmuş milli normativ-hüquqi bazanın formalaşdırılması məsələləri araşdırılmış, islahatların həyata keçirilməsi, xarici dövlətlərlə münasibətlərin qurulması, ölkədə sosial siyasətin tətbiq olunması ətraflı şərh olunmuşdur.

Heydar Aliyev as the creator of social policy in the country

Abstract

In the Constitution, which forms the basis of the legislative system of the Republic of Azerbaijan, the highest goal of the state is to ensure a decent standard of living for citizens. To this end, the foundation of the socially oriented process carried out in the country in modern times was laid by the Great Leader Heydar Aliyev. In the article, in order to ensure the social protection of the vulnerable population, the issues of the formation of the national legal framework adopted during the years of Heydar Aliyev's rule, the implementation of reforms, the establishment of relations with foreign countries, and the implementation of social policy in the country were explained in detail.
