Xalqın suveren hüququnun həyata keçirilməsinin üsullarından biri kimi referendum institutu həmişə hüquqi tədqiqatların obyekti olmuşdur. Bu institutun konstitusiyaya düzəlişlərin edilməsində əhəmiyyətinin tədqiq edilməsinə hər zaman ehtiyac duyulur.
Hazırkı məqalədə referendumun anlayışı verilmiş, bu anlayışın etimoloji təhlili verilmiş, inkişaf tarixi nəzərdən keçirilmiş, bu institutun konstitusiyalara düzəlişlərin edilməsində rolu araşdırılmış və müxtəlif qanunvericilik aktları əsasında təhlil edilmişdir.

Role of referendum in constitutional amendments
Abstract
As one of the methods of exercising the sovereign right of the people, the institution of referendum has always been the object of legal studies. There is always a need to study the importance of this institution in constitutional amendments.
In this article, the concept of referendum is given, etymological analysis of this concept is given, the history of development is reviewed, the role of this institution in making amendments to the constitutions is investigated and it is analyzed on the basis of various legislative acts.
