BƏLƏDİYYƏLƏRİN YERLİ ƏHALİYƏ GÖSTƏRDİYİ XİDMƏTLƏRİN ƏHƏMİYYƏTİ

Bu məqalədə bələdiyyənin anlayışı və əsas xüsusiyyətləri, yerli əhaliyə göstərdiyi xidmətlər və onların keyfiyyət səviyyəsi araşdırılmışdır. Araşdırmada əhalinin bələdiyyələr tərəfindən təklif olunan yerli özünüidarəetmə xidmətlərini necə qəbul etdiyini və xidmət keyfiyyətindən məmnunluq səviyyəsini müəyyən edən əsas amillər tədqiq olunmuşdur.

Həmçinin yerli özünüidarəetmə orqanlarının göstərdiyi xidmətlərlə əlaqədar ədəbiyyatda ən çox istifadə olunan xidmət keyfiyyəti ölçüləri barədə məlumat verilmişdir. Bu məqalədə Azərbaycan Respublikasında yerli özünüidarəetmənin inkişafı üçün görlə biləcək işlər haqqında təkliflər irəli sürülmüşdür. Əsərdə, həmçinin yerli özünüidarəetmənin Türkiyə təcrübəsi barədə də məlumat verilmişdir. Eyni zamanda bu institut barədə müqayisəli təhlil aparılmışdır. Məqalədə mövzuya uyğun olaraq qanunvericilik materiallarından da istifadə edilmişdir.

The importance of services provided by municipalities to the local population

Abstract

In this article, the definition and main characteristics of the municipality, the services it provides to the local population and their quality level are examined. In the research, the main factors determining how the population accepts the local self-government services offered by the municipalities and the level of satisfaction with the service quality were studied. Also, information on the most commonly used service quality measures in the literature related to the services provided by local self-government bodies is provided. In the research work, the attitude was also expressed by referring to the studies in a number of research works related to the mentioned topic. In this article, suggestions are put forward about what can be done for the development of local self-government in the Republic of Azerbaijan. The work also provides information on the Turkish experience of local self-government. At the same time, a comparative analysis of this institute was conducted. In accordance with the topic, legislative materials were also used in the article.
