İŞĞALDAN AZAD OLUNMUŞ ƏRAZİLƏRDƏ İNNOVASİYALI İQTİSADİ İNKİŞAF PLANLARININ QURULMASI VƏ İCRASI

İqtisadi potensialı yüksək olan Qarabağ iqtisadi rayonunun inkişafını təmin etmək və onun gələcək iqtisadi potensialını artırmaq üçün atılan addımlar dövlətimiz üçün zəruri tədbirlərdən biridir. Belə ki, regionun inkişaf xüsusiyyətləri və iqtisadi inkişafını şərtləndirən amilləri müəyyən etmək üçün əvvəlcə inkişafın həyata keçirilməsinin ilkin mərhələlərini müəyyənləşdirmək lazımdır. Məqalə işğaldan azad olunmuş ərazilərdə innovasiyalı iqtisadiyyatın formalaşdırılmasının dövlətin iqtisadi inkişafına, infrastrukturuna nə dərəcədə müsbət təsiri olduğunu araşdırır.

“İşğaldan azad olunmuş ərazilərdə innovasiyalı iqtisadi inkişaf planlarının qurulması və icrası” adlı bu məqalə əvvəllər erməni işğalçıları tərəfindən işğal altında qalmış rayonlara innovasiyalı iqtisadiyyatın tətbiqinin iqtisadi inkişafa müsbət təsirindən bəhs edir. Məqalədə effektiv idarəetmə qərarlarının alınması, infrastrukturun inkişafının və sosial xidmətlərin bərpa edilməsinin artım və sabitliyə imkan verən əsas amillər kimi vacibliyi vurğulanır. Müxtəlif bölgələrdən nümunələrdə aparılan araşdırmalara əsaslanaraq, postmüharibə dövründə yenidənqurmanın təqdim etdiyi problemlər və gələcək yönümlü tədbirlər araşdırılır. Nəzəri cəhətdən məqalə dövlətin gələcəyə və iqtisadi inkişafını əsas tutaraq atdığı inkişafyönümlü addımlara əsaslanır.

Ümumilikdə bu məqalə Qarabağ münaqişəsi və işğal dövründən sonra iqtisadi rayonlarda görüləcək tədbirlərin və dövlət tərəfindən qəbul edilmiş inkişafa əsaslanan innovasiya yönümlü qərarların alınmasından sonra bu ərazilərdə baş verə biləcək iqtisadi inkişafın dövlətə qazandıracağı nailiyyətlərin ümumi təhlilini ehtiva edir.

Building and implementation of innovative economic development plans

in the territories freed from the great return and occupation

Abstract

The steps taken to ensure the development of the Karabakh economic region, which has a high economic potential, and to increase its future economic potential are one of the necessary measures for our state. So, to determine the factors determining the development characteristics and economic development of the region, it is necessary to determine the initial stages of the implementation of the development. The article examines how the formation of an innovative economy in the territories freed from occupation has a positive effect on the economic development of the state.

This article entitled "Building and Implementation of Innovative Economic Development Plans in the Territories Freed from the Great Return and Occupation", talks about the positive effect of the application of innovative economy on economic development in the regions previously occupied by the Armenian invaders. The article emphasizes the importance of effective management decision-making, infrastructure development, and restoration of social services as key factors enabling growth and stability. Based on the research conducted in samples from different regions, the problems presented by the reconstruction in the post-war period and future-oriented measures are examined.

In general, this article summarizes the general analysis of the measures to be taken in the economic regions after the Karabakh conflict and the period of occupation and the achievements that the economic development that may take place in these areas will bring to the state after the development-based innovation-oriented decisions adopted by the state.
