The Role of Fatali Khan Khoyski in the State-Building Process
of the Azerbaijan Democratic Republic
Abstract
The article presents Fatali Khan Khoyski as one of the main figures of state building in the history of the Azerbaijan Democratic Republic and analyzes his historical role in the state building process. Fatali Khan Khoyski was the head of the first government formed after the declaration of independence on May 28, 1918, and in the subsequent stages he played an important role in the formation of internal governance, legal institutions, the application of the parliamentary governance model and the determination of the foreign policy course.
The article also assesses the role of Fatali Khan Khoyski not only as the first prime minister, but also as a political figure who organized the state apparatus in crisis conditions, tried to create political stability, applied the principle of responsibility in government - parliamentary relations and served to promote the recognition of the Democratic Republic in the international community. Therefore, his activities should be assessed not only as the activities of a government leader in the history of Azerbaijani national statehood, but also as a fundamental stage of the independent state tradition.
