IDEOLOGICAL ASPECTS IN STATE DEVELOPMENT: THE CASE OF THE KYRGYZ REPUBLIC

The conditions for the development of modern states largely depend on how successfully they can build a domestic policy during the global transformation of the system of world politics and international relations. The Kyrgyz Republic, like all post-Soviet states, has faced, and continues to face, a number of problems that in one way or another affect the political stability of the state. One of these pressing problems is the partial absence of a common ideological concept that could beneficially affect the state's development. A philosophical examination of the question of ideology, and the scientific methods of this study, provides a broad yet rigorous insight into the formation and preservation of the true values of the people of modern Kyrgyzstan that will contribute to positive changes in the path of the young state's development. In addition, the provisions and conclusions discussed in this article can be used by the international community as well as by various states to develop their political thoughts in the field of ideology. The main motivation for this study is the lack of up-to-date literature in academia, and the desire to share a scientifically grounded opinion on such an important issue, which will serve as a guarantee and consolidation of stability within the state, and not only in the Kyrgyz Republic, but also in other states. The proposed idea of structuring the ideological and spiritual and moral values of the people of Kyrgyzstan, can provide domestic ideological security, an example of which may be contagious in a positive way this phenomenon.

Müasir dövlətlərin inkişaf şərtləri daha çox dünya siyasəti və beynəlxalq münasibətlər sisteminin qlobal transformasiyası zamanı daxili siyasəti nə dərəcədə uğurla qura bilmələrindən asılıdır. Qırğızıstan Respublikası, bütün postsovet dövlətləri kimi, dövlətin siyasi sabitliyinə bu və ya digər şəkildə təsir edən bir sıra problemlərlə üzləşib və üzləşməkdə davam edir. Bu aktual problemlərdən biri də dövlətin inkişafına faydalı təsir göstərə biləcək ümumi ideoloji konsepsiyanın qismən olmamasıdır. İdeologiya məsələsinin fəlsəfi tədqiqi və bu tədqiqatın elmi metodları müasir Qırğızıstan xalqının gənclərin yolunda müsbət dəyişikliklərə töhfə verəcək həqiqi dəyərlərinin formalaşması və qorunub saxlanması haqqında geniş, lakin ciddi fikir verir. Bundan əlavə, bu məqalədə müzakirə olunan müddəa və nəticələr beynəlxalq ictimaiyyətlə yanaşı, müxtəlif dövlətlər tərəfindən də ideologiya sahəsində öz siyasi düşüncələrini inkişaf etdirmək üçün istifadə edilə bilər. Bu araşdırmanın əsas motivi akademik mühitdə müasir ədəbiyyatın olmaması və dövlət daxilində sabitliyin təminatçısı və möhkəmlənməsinə xidmət edəcək belə mühüm məsələ ilə bağlı elmi əsaslandırılmış rəyi bölüşmək istəyidir. Yalnız Qırğızıstan Respublikasında, həm də digər dövlətlərdə. Qırğızıstan xalqının ideoloji və mənəvi-əxlaqi dəyərlərinin strukturlaşdırılması ilə bağlı təklif olunan ideya daxili ideoloji təhlükəsizliyi təmin edə bilər, bunun bir nümunəsi bu fenomeni müsbət şəkildə yoluxdura bilər.
