Demokratik dövlətin əsas vəzifəsi vətəndaşların hüquq və azadlıqlarının həyata keçirilməsi üçün əlverişli şərait yaratmaqdır. Eyni zamanda, rasional dövlət quruluşu məsələsi bu vəzifənin ən səmərəli şəkildə həll olunacağı belə bir güc və nəzarət sisteminin yaradılmasına qədər azaldılır. Obyektiv olaraq elə problemlər var ki, onları ancaq ölkə səviyyəsində mərkəzləşdirilmiş vəsait və resurslar cəlb etməklə həll etmək olar. Belə problemlərə tamhüquqlu yerli özünüidarənin formalaşdırılması, vahid qanunvericilik bazasının yaradılması, hüquq-mühafizə sahəsində dövlət siyasətinin işlənib hazırlanması və həyata keçirilməsi, vətəndaşların əsas hüquq və azadlıqlarının konstitusiya ilə tanınması və təminatlarının təmin edilməsi, və s-dir.

Bununla belə, sadalanan bir çox vəzifələrin həyata keçirilməsi, əhalinin müəyyən həyat səviyyəsinin təmin edilməsi ümumən dövlətdə deyil, əhalinin kompakt yaşadığı konkret ərazi birləşmələrində - bələdiyyələrdə həyata keçirilir. Məhz burada, ilk növbədə, vətəndaşların dövlət tərəfindən təmin edilmiş hüquq və azadlıqlarından istifadə etmələri, rahat yaşamaları üçün şərait yaradılmalıdır. 

The main task of a democratic state is to create favorable conditions for the realization of the rights and freedoms of citizens. At the same time, the question of a rational state structure is reduced to the creation of such a system of power and control in which this task can be solved most effectively. Objectively, there are problems that can be solved only by attracting centralized funds and resources at the national level. Such problems include the formation of full-fledged local self-government, the creation of a unified legislative framework, the development and implementation of state policy in the field of law enforcement, the constitutional recognition and guarantee of fundamental rights and freedoms of citizens, and so on.

However, the implementation of many of these tasks, ensuring a certain standard of living of the population is carried out not in the state as a whole, but in specific territorial units where the population is compact - municipalities. It is here, first of all, that conditions must be created for citizens to enjoy the rights and freedoms guaranteed by the state and live comfortably.
